Can your Webcam be Used to Spy on You?

Although I see where they are coming from with this, I think there are far better ways to track a missing/stolen laptop that using the built in web cam. Something like GPS tracking or software stored in the BIOS that will connect to a server, sending "location" information when it connects to the internet (such as the IP address) so it can be traced.
